A group of European countries, led by Britain and France, is quietly working on a plan to send troops to Ukraine to help secure a peace deal with Russia. While the details of the plan remain largely undisclosed, sources have revealed that the discussions have gained momentum due to concerns over the potential bypassing of European involvement in peace negotiations, particularly if US President Donald Trump seeks to make an agreement directly with Russian President Vladimir Putin.
The issue of European troop involvement has been under consideration for over a year. However, the discussions have now intensified following growing fears that the US might reach a deal with Russia without consulting European allies or Ukraine itself. The idea of deploying European forces to Ukraine was first proposed by French President Emmanuel Macron in early 2024. Although his idea was initially met with resistance from countries such as Poland and Germany, it is now gaining traction among European leaders.
Earlier this year, a meeting was held in Brussels with leaders from the UK, Denmark, France, Germany, Italy, the Netherlands, and Poland, along with senior EU officials. The meeting focused on Macron’s proposal to send a foreign contingent to Ukraine, a plan that is now being discussed more seriously in light of the shifting geopolitical landscape.
British Prime Minister Keir Starmer has expressed support for the plan, stating that the UK would play its part in ensuring security guarantees for Ukraine if a peace deal is reached. However, he has refrained from providing specific details about what the European troop deployment would look like. It remains unclear which countries will be involved, as several European nations face political and constitutional challenges. For instance, Italy has legal restrictions on the use of its military forces abroad, while the Netherlands and Germany require parliamentary approval to deploy troops. Furthermore, Poland’s stance on the matter remains cautious due to its ongoing tensions with Ukraine.
Estonian Defence Minister Hanno Pevkur stated that discussions about sending troops are still in the early stages, and much depends on the specifics of the peace agreement between Russia and Ukraine. He emphasised the importance of understanding the security situation along the front line before any deployment plans can be made. If the conflict were to reduce to a relatively small-scale skirmish, European forces could more easily be involved. However, if the situation remains volatile, it would complicate any peacekeeping efforts.
The involvement of European troops will largely depend on the terms of the peace settlement between Ukraine and Russia. If both sides agree to terms that lead to a reduction in forces, fewer security measures and fewer troops may be necessary. However, if the conflict continues or there is a “simmering conflict” along the front line, European forces may be required in larger numbers to ensure peace is upheld.
