Putin Seeks to Delay Ceasefire Talks for Russian Advantage

Russian President Vladimir Putin is expected to drag out negotiations over a ceasefire in Ukraine in an attempt to secure the most favourable terms for Moscow. Reports suggest that the Kremlin views ongoing talks between Ukraine and the United States in Jeddah as unacceptable. Sources indicate that Russian officials have not engaged with their American counterparts regarding the proposal agreed upon by the Ukrainian delegation on Tuesday in Saudi Arabia.

Putin is unlikely to commit to a firm decision on any ceasefire, instead opting to manoeuvre for greater leverage. Analysts, including Tatyana Stanova of the Carnegie Eurasian Center, warn that even if the Kremlin moves toward a temporary truce, it will impose strict conditions that serve Russia’s interests.

The United States has proposed a framework that includes the resumption of military assistance and intelligence-sharing with Ukraine in exchange for an agreement to a temporary cessation of hostilities. The  Trump administration had frozen these military supplies, but the new proposal seeks to restore them. Russia, however, has previously demanded that Ukraine abandon its aspirations to join NATO and significantly reduce its armed forces as conditions for ending the war.

Negotiations in Saudi Arabia focused on how peace talks might proceed and included discussions on possible territorial concessions. US Secretary of State Rubio confirmed that the talks explored the structure of a negotiation process, though no final agreements were reached. The Kremlin continues to monitor these discussions while refusing direct engagement.

The United States has expressed hope that Russia will respond positively to the possibility of a settlement.
