The issue of securing lasting peace for Ukraine after the war with Russia was a key topic of discussion among US senators on February 17, 2025. Senators Jeanne Sheehan and Tom Tillis highlighted the critical role that the United States and NATO will play in providing security guarantees for Ukraine once the war is concluded.
Senator Sheehan firmly stated that the US must continue its military support for Ukraine, as it is in both Ukraine’s and the United States’ interests. She argued that it is vital for the US to ensure Russia’s failure in Ukraine, to send a clear message not only to Russian leadership but also to other adversaries of the US who are closely observing the situation. Sheehan pointed out that the US was too passive in 2014 when Russia first invaded Ukraine and stressed that a strong security guarantee must be in place to prevent further aggression. According to Sheehan, the discussions on security guarantees will be an essential part of any future peace negotiations.
Sheehan also noted that there are various possible ways to implement these security guarantees, but this will be finalised during the negotiation process. The US will play a significant role in the negotiations, but Europe will also have a key role to play, Sheehan stated.
Senator Tillis also weighed in on the importance of placing Ukraine at the heart of these negotiations for a long-term peace agreement. He underscored the role of NATO members in both supporting Ukraine’s recovery and ensuring the peace holds once it is established.
The remarks from Sheehan and Tillis reflect ongoing bipartisan support in the US Congress for Ukraine’s defence and a recognition of the broader geopolitical stakes involved. Ukrainian President Volodymyr Zelenskyy has repeatedly called for clear and reliable security guarantees, which could take the form of NATO membership or an alternative arrangement. These guarantees, if solidified, would offer Ukraine the protection it needs to defend itself against future Russian aggression.
